Recognizing the need to maintain public confidence and stability in the insurance industry for policyholders and claimants of insolvent property-casualty insurance companies, in 1974, the New Jersey State Legislature enacted the New Jersey Property-Liability Insurance Guaranty Association Act (N.J.S.A. 17:30A-1 et seq. - “NJPLIGA Act”). Pursuant to the NJPLIGA Act, the New Jersey Property-Liability Insurance Guaranty Association (“Association” or “NJPLIGA”), a private, non-profit, unincorporated legal entity was established. All insurance companies licensed to write property-casualty insurance in New Jersey are required to be members of the Association and contribute funds for its operations.
